Unknown user error in spite of mailet

Hi there

Currently I'm trying to migrate from James 232 to 301.

I have set up the following mailet in the "root" processor:

<mailet class="Redirect" match="RecipientIs=***@impscloud.com">
<recipients>***@presencebpm.com</recipients>
<to>to</to>
<inline>unaltered</inline>
<passThrough>FALSE</passThrough>
<static>TRUE</static>
</mailet>

However when I log onto SMTP and try to set ***@impscloud.com as the RCPT
TO address I get:

550 5.1.1 Unknown user: ***@impscloud.com

Is this normal? Is there something else I need to do for it to be allowed?
